Site Development Inspector II

The Position:

The City of Portland's Bureau of Development Services is seeking a Site Development Inspector II to inspect and evaluate active construction and demolition site for compliance with erosion and sediment control (Portland City Code Title 10), landscaping and tree planting (Portland City Code Title 33), and building demolition (Portland City Code Title 24) regulations. In this role you will perform contractor scheduled inspection, interim compliance checks, review plans, issue enforcement actions, and provide guidance to contractors concerning erosion and sediment control best management practices to ensure that permitted construction sites are in compliance with local and state NPDES regulations.

As a Site Development Inspector II, you will review plans and inspect development sites for conformance with state and local laws related to grading, erosion and sediment control, and other site-related development. The Site Development Inspector II will also meet the bureaus expectations of providing excellent customer service in an equitable manner to meet the growing needs of the City of Portland's diverse community.

The following minimum qualifications are required for this position are below. 

  1. Knowledge of the Oregon Department of Environmental Quality (DEQ) rules and practices related to 1200-C and MS4 Phase I storm water permits.
  2. Knowledge of erosion and sediment control best management practices as they relate to construction sites; and practices and materials used in construction, natural resources conservation, and storm water management.
  3. Ability to read and interpret rules and other regulations related to construction and apply them to specific situations related to erosion control and development; read and interpret technical reports, plans, data, maps, engineering and architectural drawings and specifications; and prepare reports, write letters, and input and retrieve information using computer software.
  4. Ability to exercise judgement in determining alternative solutions that will lead to compliance; work under limited supervision; and exercise tact and diplomacy with co-worker and the public.
  5. Ability to communicate orally and in writing with contractors, builders and the general public; explain technical information and requirements; communicate effectively with people who may be angry, hostile and/or confused; establish and maintain effective working relationships with a diversity of others.

Applicants must also possess:

  • A valid state driver's license and acceptable driving record at the time of hire; and

At least one of the following at time of hire:

  • Certified Professional in Erosion & Sediment Control (CPESC)
  • Certified Professional in Storm Water Quality (CPSWQ)
  • Certified Erosion, Sediment and Stormwater Inspector (CESSWI)
  • Certified Inspector of Sediment & Erosion Control (CISEC)
